After seeing his brother brutally gunned down by a rival gang, Sugarpop is out to avenge his death. While Sugarpop was fast becoming a top aviation cadet at Exeter, his late brother had become a powerful drug lord. Now Sugarpop has organized an elite ghetto commando air force, and he and his men stage a surprise attack in a most unusual way - from motorized hang-gliders.

Sugarpop is a pilot prodigy at an elite military academy. Meanwhile, his reprobate sibling, Frank, collects piles of cash as a drug lord in L.A. They have little, if anything, to do with one another.
After Frank is bumped off by a rival thug's posse, Sugarpop feels his fraternal instincts kick in. He sets out to prove that, even though his bro was a dope-pushing slimebag, Frank didn't deserve to die.
Sugarpop then recruits his flyboy buddies and, with their urbanized aircraft, they turn the City of Angels into a war zone.
