Thermal paste is a spreadable compound, while a thermal pad is a preformed sheet placed between components and a heatsink. They are different material formats, so use the type specified in your device or cooler documentation rather than treating them as interchangeable.
Typical supplies include the paste applicator, a lint-free cloth, a cleaner intended for thermal compound removal and the tools needed to remove and reinstall the cooler. Some application methods also use a small spreader. Check the cooler's installation guide for the required supplies and application method.
Some CPU coolers have thermal paste pre-applied to the contact surface, while others include a separate tube or require paste to be purchased separately. The cooler's specifications or installation guide usually identify which arrangement it uses.
